  • Under the guidance and supervision of the Country Director, the Human Resources Manager is responsible for the formulation and transparent implementation of HR strategies and the effective delivery of HR services. He/she will assess client needs, interpret, and apply HR strategy and policies, rules, and regulations, establish internal procedures and provides solutions to a wide spectrum of complex HR issues with inputs from the Senior Management Team. The HRM is a member of the Senior Management Team and will play a guiding role within the HR unit and country office to lead and support all staff within the organization.

Qualifications

  • Bachelor’s degree in social sciences with a post-graduate Diploma in Human Resource Management
  • Higher National Diploma in Human Resource Management or CHRP Professional Qualification
  • Master’s degree in human resources management or related field such as labour and social relations, MBA (HR Management Option) is an added advantage.
  • At least 7 years working within the human resources function in a medium to large organization.
  • Membership certificate of recognized practitioner organizations such as IHRM
  • Practicing certificate from IHRM
  • Experience in working in donor funded organizations.
  • Excellent knowledge of Kenyan labour legislation.
  • Excellent Knowledge of performance management and other HR processes
  • Demonstrable and proven experience in Talent Sourcing and management and succession management and planning
  • Experience in Leadership development, Learning and Development and managing compensation and benefits.
  • Working knowledge of Ms- Office computer packages.
  • Excellent interpersonal and negotiation skills with ability to engage a diverse range of employees.
  • Excellent presentation and communications skills, written and verbal

Strategic Planning and Management (15%)

  • Advising the Country Director & SMT on the management and resource implications of strategy and policy issues and drawing attention to any matters that warrant concern.
  • Ensure the development, implementation and contextualization of HR policies and procedures that represent best practice and comply with the laws of Kenya, CARE Internal Standards and industry best practice.
  • As a member of the Senior Management Team, participating in strategic and operational planning; contributing professional expertise in human resource management.
  • Contributing to the design and implementation of organizational change processes for optimal and efficient delivery on organizational vision and mission.
  • Supporting effective strategic organisational change by coordinating the staff support and development aspects.
  • Strategically manage the organisational environment within which staff engagement and motivation can thrive (culture); including supporting managers to lead their staff well and setting up mechanisms for effective two-way communication between the organisation and its workforce.
  • Ensuring that all routine HR Administration, including record keeping, payroll management, contracting and other legal obligations associated with an individual's employment are carried out in accordance with best practise and the laws of Kenya.

HR Strategy, Policies and Procedures -30%

  • Working with line managers in an advisory role to ensure that HR Policies are implemented fairly and consistently and that the organizational values are upheld.
  • Leading on design and implementation of Human Resource Information Systems, records and reports suited for CARE Kenya.
  • Ensuring that rewards management mechanisms result in staff motivation and retention of talent (including job evaluation, salary benchmarking and benefits management); balancing this with the need for cost-effectiveness to support the financial goals of the organisation.
  • Case management for all incidents reported in line with breach of policy and procedures and advise best solutions in line with the HR Manual and Employment laws.
  • Establish and manage effective separation procedures for staff, including settlement of final dues and issuance of certificate of service. Liaise with CARE's legal counsel on all employment cases referred for recourse.

Recruitment, Selection and Onboarding-15%

  • Ensuring the development and implementation of HR policies and procedures that represent best practices and comply with the laws of Kenya.
  • Developing the annual staffing plan, ensuring that staff positions and numbers will support the cost-effective implementation of CARE Kenya's strategies and goals.
  • Take lead in the development and implementation of recruitment, induction, and staff-retention strategies to ensure that CARE Kenya has adequate numbers of qualified and competent staff.
  • Ensuring that all routine HR Administration, including record keeping, payroll management, contracting and other legal obligations associated with an individual's placement are carried out in accordance with best practise and the laws of Kenya.

Performance management, Learning and Development-15%

  • Support the implementation of a vibrant performance management system in the organization to achieve quality and operational efficiency.
  • Ensuring that all staff at CARE Kenya are well versed with the Performance Management system and processes through internal sensitization sessions.
  • Coach and support managers in the performance management processes of their direct reports, ensuring that assessments of performance are objective, and that poor performance is addressed appropriately.
  • Ensuring the development of Job Descriptions and performance goals for all staff for an efficient and effective performance management process.
  • Develop Annual Performance objectives for the HR department.
  • Manage the performance of the HR department staff, conducting timely performance feedback ad annual appraisals.
  • Review the annual and mid-year appraisals to identify CO employee learning needs and develop development needs analysis.
  • Design, plan, monitor and provide orientation programs for new staff and ensure the same is done in the sub offices.
  • Develop and implement effective Learning and Development Programmes and Policies to ensure that staff are fully competent for their roles.
  • Design and implement relevant learning and development programs for all staff in order to ensure staff are provided with adequate opportunities for self-improvement and progression within the organization.
  • Oversee implementation of employee welfare and wellness initiatives.

Employee Benefits and Welfare -20%

  • Lead the implementation of compensation and benefits strategies by coordinating periodic salary surveys, satisfaction and engagement surveys and designing compensation packages that motivate staff.
  • Ensure the efficient administration and execution of the medical scheme, payroll services, staff insurance, & pension scheme is in accordance with relevant policies, procedures and laws.
  • Ensuring that mechanisms are in place to ensure staff welfare (including health, life insurance, safety, & security services); demonstrating CARE and concern for the wellbeing and empowerment of CARE Kenya staff.
  • Taking the lead in monitoring the organisations culture ensuring that all supervisors / team leaders are behaving and managing their teams in a manner that results in an engaged workforce that is delivering the organisations goals and strategy.
  • Developing and maintaining the procedures for consultation with senior managers and staff to encourage 'employee voice'.
